Public Tender for the Development of Aruba’s Creative and Cultural Industries (CCI) Policy
The Government of Aruba, through the Ministry of Finance, Economic Affairs and Primary Sector, has launched a public tender for the development of a comprehensive Creative and Cultural Industries (CCI) Policy, including a strategic vision, action plan, governance structure, and incentive framework. This initiative forms an essential part of Aruba’s economic diversification agenda and aims to position the Creative and Cultural Industries, also known as the Orange Economy, as a fully recognized and strategically supported sector within the national economy.
Background
Recognized since 2018 as one of Aruba’s most promising growth sectors, the CCI has gained increasing attention through government initiatives, entrepreneurship programs, and stakeholder engagements. The need for a coordinated long-term policy framework is now pressing, making the development of this CCI Policy a national priority.
Scope of the Assignment
The selected consultant will develop a full CCI Policy grounded in stakeholder consultations and the outcomes of the ongoing CCI-mapping study. Key tasks include conducting a SWOT analysis, reviewing existing documentation, organizing workshops with stakeholders, particularly in San Nicolas as Aruba’s Creative City, proposing an implementation structure, and preparing an advisory report on potential financial and policy incentives. Deliverables include a sector inventory, strategic vision, action plan, governance proposal, and incentive recommendations.

Eligibility & Participation Requirements
Applicants must submit a completed Inschrijfformulier, a signed Akkoordverklaring, proof of Chamber of Commerce registration (or equivalent), and a declaration confirming no bankruptcy in the past five years. Subcontractors must submit the same documentation.
