Refineria di Aruba Launches International RFP for its Oil Storage Terminal
Refineria di Aruba N.V. (RdA) has officially announced the launch of an international Request for Proposal (RFP) for the strategic lease and operation of its transshipment and storage terminal located at Mondi Lora in the Zeewijk area. This initiative marks a significant step in RdA’s broader strategy to revitalize Aruba’s energy infrastructure and position the island as a key logistics and energy hub in the Caribbean region.
A Strategic Energy Asset with Global Potential
The Mondi Lora terminal represents a unique investment opportunity, offering substantial existing infrastructure and scalability for future growth. The facility includes:
- A total storage capacity of approximately 10.7 million barrels (MMBBL)
- 17 storage tanks for crude oil and related products
- Two deep-water docking berths (RB-1 and RB-2) capable of accommodating Ultra Large Crude Carriers (ULCCs)
Its strategic location and advanced capabilities make it highly suitable for international transshipment operations and energy logistics.
Two Investment Pathways
The RFP (RFP-RDA-2026-001) offers interested investors two distinct options:
- Option 1 (TT-Asset-1): Lease of the existing storage tanks and both deep-water docking facilities
- Option 2 (TT-Asset-2): Lease of the current terminal combined with an additional 118,978 m² land expansion for future transshipment development
These options provide flexibility for investors seeking either immediate operational entry or long-term expansion opportunities within Aruba’s energy sector.
Driving Economic Growth and Compliance
According to RdA management, activities at the terminal are expected to generate significant economic impact, including job creation and value chain development for Aruba.
All proponents will be required to comply with:
- Local regulatory frameworks
- International trade sanctions
- Industry best practices in environmental, health, and safety (EHS) standards
This ensures that future operations align with Aruba’s commitment to sustainable and responsible development.
