Aruba Launches Public Tender for FinTech Sector Implementation Plan
The Government of Aruba has announced a public tender for the preparation of an implementation plan to develop Aruba’s FinTech sector. This initiative is a key step toward strengthening the island’s digital finance ecosystem, promoting innovation, and enhancing Aruba’s position as a regional FinTech hub. The tender, published in the Landscourant, calls for qualified firms to study ECLAC reports, translate key recommendations into Aruba’s policy context, and develop a coherent, actionable plan for the sector. The plan will include concrete, phased policy and legislative actions and will involve validation sessions with relevant stakeholders to ensure practical implementation.
Scope of Work
The selected contractor will:
- Analyze ECLAC reports and identify key recommendations, risks, and opportunities for Aruba
- Develop a cohesive and actionable FinTech implementation plan tailored to Aruba’s policy and regulatory environment
- Organize validation sessions with stakeholders to refine proposals
- Include concrete policy, legislative, and capacity-building measures necessary to strengthen the public enabling environment for FinTech

Eligibility Requirements
Applicants must demonstrate:
- Experience with FinTech regulation, digital financial policy, or supervisory and regulatory frameworks
- Expertise in implementation planning, capacity building, or public sector reform projects
- Knowledge of international frameworks, including UNCITRAL model laws, AML/CFT regulations, data protection, and governance models
- Experience in small island states or similar contexts is an advantage
Submissions must include proof of legal entity status and a 60-day proposal validity declaration.
