Aruba Invites Proposals for Ferry Connection Study Between Aruba and Curaçao
The Government of Aruba has launched a public tender for a strategic assignment aimed at advancing a passenger ferry connection between Aruba and Curaçao. Strategic Assignment Scope
The selected contractor will be responsible for:
- Conducting a comprehensive assessment of the public, economic, legal, and technical conditions for a passenger ferry connection
- Delivering an initial feasibility assessment for the proposed service
- Preparing, executing, and concluding a Request for Proposals (RfP) to identify and select a qualified ferry operator

Who Should Apply
The Government of Aruba invites proposals from firms with:
- Demonstrated experience in feasibility studies, strategic assessments, or conditions analysis for infrastructure or transport projects
- Proven expertise in designing and managing RfP and procurement processes, preferably in maritime or transport sectors
- Experience with ferry, maritime, or broader mobility projects, including port operations and regulatory frameworks
- Experience in small island states or similar environments (an advantage)
Submissions must include proof of legal entity status and a 60-day proposal validity declaration.
